Title II - State Report 2006 - Alabama

Introduction

In 1977-1978, the Alabama State Board of Education (ASBE) adopted a very prescriptive set of teacher education program approval and certification standards. Each iteration of the standards adopted since then, while less prescriptive, has demanded more accountability from the institutions that prepare teachers and other school personnel. The standards no longer prescribe specific courses or the minimum number of hours of credit by category. Current standards identify the knowledge and abilities that prospective teachers and instructional support personnel must demonstrate prior to program completion. These standards form the basis for preparation program development and state approval. The process of requiring prospective teachers and administrators to demonstrate greater knowledge and a higher level of ability to use technology to enhance instruction and improve school operations began in 2001, resulted in the ASBE adoption of new standards in March 2002, and required all institutions to document compliance by July 1, 2002. In September 2003, the ASBE adopted revisions of the teacher education and teacher certification standards based on criteria included in The Alabama Model for Identifying Highly Qualified Teachers, developed in response to the No Child Left Behind Act of 2001 (NCLB). The latest version of the Alabama Model for Identifying Highly Qualified Teachers - REVISED 2006 is available via http://www.alsde.edu/html/HighlyQualifiedTeachersGuidanceandForms.asp. Subsequent to development of the 2006 version, Alabama eliminated the HOUSSE option.  
 
On July 13, 2004, the ASBE revised teacher education program approval standards/rules to: (1) better prepare all teachers to teach all students; (2) increase the involvement of P-12 practitioners and arts and sciences faculty in the design and implementation of educator preparation programs; (3) ensure the on-going and sustained involvement of teacher educators in P-12 school settings; (4) enhance field experiences prior to student teaching (internship) and require a full semester of internship; and (5) place greater emphasis on assessment, data-based decision making, and accountability. The ASBE modified program approval standards in April 2005 to require Praxis II content tests as a condition for initial certification in any teaching field or area of instructional support. Passing scores were set after a one year no fault period. Effective April 14, 2006, a passing score on the appropriate Praxis II content test is a condition for initial Alabama certification in any teaching field or instructional support area, as well as for the reinstatement of any Alabama certificate lapsed for more than six months.  
 
Institutions are accountable for the on-the-job performance of their recent graduates who are employed in the area(s) for which they were prepared. In 2000, the ASBE began issuing a report card for each teacher preparation institution.  
 
Certificates are issued for teachers at three levels: Class B or baccalaureate, Class A or master's, and Class AA which requires the completion of a planned sixth-year program and may require an educational specialist degree. Instructional support personnel certificates are issued at the Class A and Class AA levels. A state salary matrix, based on years of public school experience and the highest degree earned from a regionally accredited institution, guarantees the same base pay for all teachers. School systems may use local funds to augment the state allocation. Alternative approaches to certification allow superintendents to request alternative approach certificates to employ qualified applicants with subject matter expertise while they meet requirements for a Professional Educator Certificate. Teacher certification standards were revised by the ASBE in September 2003, in accordance with NCLB guidelines, to eliminate experience as the sole basis for issuing an alternative approach certificate and to implement a procedure to limit to three years the length of time that a person may be employed on the basis of holding one or a combination of alternative approach certificates.  
 
Alabama retains a fair percentage of the teachers and other school personnel prepared in Alabama, but out-of-state school systems rigorously recruit many educators prepared in Alabama. Report card and other data indicate that employers are pleased with the caliber of their new employees. The results of a survey conducted each year in preparation for issuing the higher education report cards, continue to indicate that novice teachers who are recent teacher education program graduates believe themselves to be well prepared for their new roles.  
 
Alabama educators, assisted by business and lay participants, develop a new state course of study for each major discipline every six years. The course of study specifies the minimum content that must be provided for all students in Grades K-12. An extensive assessment program is conducted in those grades. Students must complete a "4 x 4" curriculum (four units each of English language arts, mathematics, science and social studies) and pass a statewide graduation exam to earn a high school diploma.

Rather, the State Board of Education specifies the knowledge and abilities that must be demonstrated prior to program completion. Each college/university decides what courses to require in order to provide the necessary content. Proposed courses and other required program components are reviewed as part of the program approval process. Changes are made as needed to verify compliance with the standards.

State standards do not prescribe credit hours for general and/or professional education coursework. However, with regard to general studies, "The teacher education unit shall ensure that candidates have completed general studies courses and experiences. Individuals in the Class B programs in early childhood education, elementary education, early childhood special education, collaborative teacher (K-6), or collaborative teacher (6-12) shall have earned at least 12 semester hours of acceptable credit in each of the following areas: English language arts, mathematics, science, and social science." Through January 2002, the state required a passing score on the Alabama Basic Skills Test (ABST) for admission to a Class B Professional Educator teacher education program, as well as a passing score on a test designed by the preparatory institution for program completion.  
 
Effective January 1, 2003, a passing score on each of three basic skills assessments included in the Alabama Prospective Teacher Testing Program (APTTP) is a prerequisite for initial certification.  
 
Effective April 14, 2006, passing the appropriate Praxis II content test is a condition for initial Alabama certification in any teaching field or instructional support area. Praxis II content tests constitute the second major component of the APTTP.  
 
Applicants from other states and Alabamians whose certificates expired and were not reinstated within six months must meet the same test requirements applicable to candidates for their initial Alabama certificates who completed their preparation program in Alabama.

Alabama provides a second Level I (first) certificate program, called the Alternative Class A level program. It is a state-approved, MAT-type, college/university-based, rigorous preparation program that is more similar to the Class B Professional Educator program than to Alabama's other alternative approaches to certification. PEPE criteria were reviewed to determine the extent of their alignment with Council of Chief State School Officers/Interstate New Teacher Licensure and Support Consortium (CCSSO/INTASC) Model Standards for Beginning Teachers and minor changes were made in the PEPE criteria as deemed necessary.  
 
In addition, the current standards of national specialty professional associations are reviewed as a basis for updating discipline-specific standards. INTASC Model Standards for Beginning Teachers were used to create Alabama's Professional Studies standards that are applicable to all teaching fields.  
 
In 2004, the ASBE adopted a revised set of Professional Studies standards that modified and expanded the previous Alabama standards to incorporate the INTASC Model Standards for Licensing General and Special Education Teachers of Students with Disabilities. The revised Alabama standards also address other forms of diversity. When teacher preparation institutions document compliance with the revised standards (no later that July 1, 2006) and implement revised programs, new teachers will be better prepared to teach all students.
Describe the criteria.
With regard to the PEPE Program, teachers are assessed on the job by trained assessors using standard instruments. Eight categories of assessment include: preparation for organized instruction; presentation of organized instruction; assessment of student performance; classroom management; positive learning climate; communication; professional development; and leadership and performance of professional responsibilities. Assessment results are used to develop appropriate professional development plans.  
With regard to teacher education program approval, programs are reviewed on a five-year cycle. Only programs that document compliance with all applicable standards are submitted to the State Board of Education for approval. Each institution is accountable for the performance of candidates recommended for certification and employed in Alabama public schools to teach the subjects they were prepared to teach.

The criteria pertaining to a statewide testing program (certification assessments) are referenced in the Teacher Education Standards adopted by the State Board of Education (SBE). The Alabama Prospective Teacher Testing Program (APTTP)was implemented in December 2002. The three basic skills assessment that constitute the first major component of the APTTP are applicable to individuals who complete their programs on or after January 1, 2003. Praxis II content tests constitute the second major component of the APTTP. As of April 14, 2006, passing both components of the APTTP is a prerequisite for certification.  
 
The same testing requirements are applicable to out-of-state applicants and to individuals who allowed their Alabama certificates to expire and did not reinstatement them within six months.

The second amendment of the court decree in the Allen case (teacher testing) now allows Alabama to require passing scores on both components of the Alabama Prospective Teacher Testing Program--basic skills and content knowledge--for initial Alabama certification in any teaching field or area of instructional support.  
 
The same testing requirements must be met by applicants from other states and by Alabamians whose certificates expired and were not reinstated within six months.

Low Performing Programs

In December 2002, under the stipulations of the first amendment of a court decree, Alabama implemented the first major component of the Alabama Prospective Teacher Testing Program (APTTP), three basic skills assessments. By court order, the basic skills assessments are required for certification rather than for program admission or completion. The basic skills assessments component of the APTTP is applicable to individuals who apply for an Alabama Professional Educator or alternative approach certificate on or after January 1, 2003. [www.alsde.edu/ Special Links/ Alabama Prospective Teacher Testing Program] Thus, for the 2004-20054 reporting period, the criteria for identifying low performing programs included three basic skills assessments (the first components of the APTTP) and the assessment of recent program completers as measured by the Alabama Professional Education Personnel (PEPE) Program. Effective April 14, 2005, in accordance with the second amendment of the court decree related to teacher testing, taking the appropriate Praxis II content test became a condition for initial certification in any teaching field for individuals who completed their preparation program from that date through April 13, 2006. Effective April 14, 2006, earning a passing score on the appropriate Praxis II content test is a condition for initial certification in any teaching field. Praxis II content tests are now the second major component of the Alabama Prospective Teacher Testing Program.

Efforts to Improve Teacher Quality

Section VIII

1) Please list and describe any steps taken by the state during the past year to improve teacher quality. Efforts might include: developing standards or criteria for teacher performance; changing requirements for initial teacher certification or licensure; revising required assessments for initial teacher certification or licensure; modifying policies for renewals, certificates or licenses; developing alternative routes to certification; changing the grounds for waivers of teacher certification or licensure.
For several years, Alabama has been providing and expanding a very successful K-12 program called The Alabama Reading Initiative (ARI). The ARI received the State Innovation Award presented by the Education Commission of the States (July 2002) for an exemplary literacy initiative. The ARI also received Presidential recognition during the White House Reading Summit (September 2002). Individuals from several states have visited in Alabama or otherwise acquired information about ARI and have implemented the program in their own states. In addition to ARI, Alabama received a multi-year, multi-million dollar grant to implement the Alabama Reading First Initiative.  
 
In 1999, The Alabama State Board of Education requested the development of an initiative to improve mathematics, science, and technology education throughout the state. Implementation of the Alabama Mathematics, Science, and Technology Initiative (AMSTI) is enhancing the teaching of those disciplines throughout Alabama as additional sites are added each year. AMSTI resulted in recommendations to revise teacher education program approval standards. Those recommendations were adopted by the ASBE.  
 
Alabama received funds under Title II of the Higher Education Act for a Teacher Quality Enhancement Project. A mentoring program for new teachers was developed and piloted using Title II funds. To date, constraints have made the program optional rather than mandatory. However, the ASBE adopted guidelines for mentoring programs to be used by LEAs to develop mentoring programs and/or to assess on-going programs. Title II funds were also used to develop an Alabama Professional Education Personnel Evaluation Program (PEPE) Orientation for Teachers CD, as well as training modules for use by teachers whose on-the-job performance assessment indicated the need for improvement. In spring 2002, yet another component of Alabama's Title II initiative resulted in cooperation with The Alabama Best Practices Center to develop "Powerful Conversations in Professional Development," a process of professional development at the school site that is defined by the National Staff Development Council (2002) as ongoing, job-embedded, data-driven, and research-based.  
 
With the support of the Governor and other members of the State Board of Education, the State Superintendent of Education has provided the leadership to implement a new statewide testing program for prospective teachers. Alabama administered a teacher certification test from 1981-1988. Litigation stemming from that testing program impacted the subsequent development and implementation of teacher testing. The first and second amended court decrees in the Allen case allowed Alabama to create the Alabama Prospective Teacher Testing Program (APTTP). Prospective teachers are now required to pass three basic skills assessments (reading, writing, and mathematics) and the appropriate Praxis II content test prior to earning an initial Alabama certificate.  
 
Recommendations from the Governor's Congress on Instructional Leadership resulted in State Board of Education adoption in 2005 of new standards for the approval of programs to prepare instructional leaders. Collaboration between higher education and K-12 partners is essential to earning approval of new programs. Additional changes include new requirements for participation in meaningful, sustained professional development activities and multi-tiered certification focusing on demonstration of success in improving student learning in K-12 schools. Another outcome of the Governor's Congress was State Board of Education adoption of a Code of Ethics for Alabama Educators.  
 
The Governor's Commission on Quality Teaching is engaged in making recommendations to improve teaching and learning in Alabama. The Commission began its work in January 2006.
